Biography


Candidate manifesto - max 300 words

I have been an information scientist for over 30 years, and have run my own research, consultancy and training company for since 1987.

I specialise in the effective use of e-resources in libraries, and have taught 3 modules in the University of Wales, Aberystwyth. I also offer training both in the UK and worldwide, most recently working for the Carnegie Corporation in Sub-Saharan Africa.

I have been an active member of UKeiG for many years and have been on its management committee regularly. I have been a CILIP National Councillor for 4 years.

During my time on Council, I was responsible for, and took an active part in, the recent review of governance and, over the last year, have helped with the implementation of the new governance structure. I have also been involved in the Review of Groups, the e-Governance Working Party, the Communities of Practice trial, and in developing the CILIP information literacy definition. Because of my concerns over data protection, civil liberties and personal data, I have been a regular campaigner for CILIP advocacy with government.

I stand for openness and transparency in governance and for a truly member-run organisation. By that, I mean that CILIP should make every effort to ensure that every member is (or can be) aware of everything it stands for, manages and does. It does not imply micromanagement! Councillors are representatives of the membership as well as trustees and, as such, are responsible for the effective and appropriate running of the organisation. Transparency also means that the CILIP management team must ensure that Councillors are fully aware of all activities at all times. This is what the new governance model hopes to achieve. If elected, I shall work to ensure that it does so, such that CILIP remains a truly professional professional organisation

CILIP has made considerable progress since its foundation five years ago but much remains to be done.

In his time on Council Chris has played a full and active role in a number of key developments and, having worked closely with him on the recent governance review in particular, I am in no doubt that if elected he will continue to work hard to ensure that the new governance model delivers its aims of combining efficient & effective management with openness & transparency.

I am pleased to nominate Chris Armstrong to CILIP Council. Chris has been allied with the Department of Information Studies in Aberystwyth for 30 years. During that time he has been involved with teaching and research in the areas of information systems, e-publishing and information literacy, areas in which he is very knowledgeable. He has proved to be a good teacher and his research is exemplary. Chris has an excellent awareness of contemporary issues in Information Science, and has always taken an active part in the profession, including participation in committees and support of colleagues through CPD training.

Although I have known of Chris for quite a number of years I first worked with him on the recent Governance Review Task Force. I am now supporting him for four reasons.
 
Firstly Chris has a strong commitment to helping CILIP move forward and to develop as a member centred organisation.
 
Secondly, as a result of the governance review, Chris has a detailed understanding of the problems, issues and pitfalls which face CILIP.
 
Thirdly, he cares passionately about the future of our Institute.
 
Fourthly, he is an articulate contributor to meetings, an imaginative thinker and a thoughtful advocate for change.

I nominate Chris Armstrong for a post on CILIP Council due to the assets I know he will bring to this position. I have known Chris and served with him on Council and the Governance Implementation Group for a number of years and know he will bring enthusiasm and a critical eye to proceedings. I also feel his desire and ability to communicate matters throughout the membership will be invaluable. His knowledge of the workings of CILIP and the new governance structure will also be key to the success of the new Council in its early months.

I am pleased to support Chris Armstrong’s nomination for CILIP Council, as a member of the Governance Task Force and Implementation Group he is well placed to guide CILIP through the next few years as its new structures become established.

In addition to this, his knowledge of the commercial information environment and his experience as a consultant mean that he is well placed to advise Council on this area of the profession. His wide experience of information work in the broadest sense also means that he will be able to play a full part in the governance of CILIP.
