      • Draft Legal Deposit Libraries (Non-print Publications) Regulations 2011

        CILIP welcomes the provisions in the Regulations as an important advance in securing future deposit and access to our national heritage. We are especially concerned that the terms of the Regulations should be consistent with, and from the user perspective, no less advantageous than existing copyright law. Our main concern is around access and the rights of publishers to request an embargo on collected material of up to three years after which time a further request for an embargo can be made.

      • Education Select Committee Inquiry: services for young people beyond the school/college day

        Public libraries and those within the education sector have an important role to play in providing services. They provide safe havens with free and open access to all who wish to use them. They can develop an enthusiasm for learning and a love of reading for pleasure. CILIP has provided a case study about the Learning Centre at Offerton School in Stockport.

      • Big Lottery Fund Change to Policy Direction

        One of the Government's reforms to the National Lottery is that the Big Lottery Fund should focus its funding on the voluntary and community sector.

        CILIP welcomes the proposals as they would facilitate joint working between the statutory sector and the voluntary and community sector and would enable partnerships to bid for real resources for local communities. However, we would be disappointed if the new policy direction prohibits local authority services from making a direct application for grant funding.

      • Equity and Excellence: Liberating the NHS

        The response was put together by the Health Libraries Group on behalf of CILIP. Please note that the proposals concern England only. 

        We  say that an information revolution should be managed by information professionals. The radical proposals in the White Paper will have major implications for knowledge and information management. We welcome the idea of an information strategy that covers all parts of the knowledge and information management process.

          Review of Offender Learning: Call for Evidence
          CILIP submission to the Government consultation

          CILIP clearly sets out the important contribution of prison libraries to offender learning in its response:

          "Libraries are an integral part of offender learning in prison and have a role to play in progressing the policy framework set out in Reducing re-offending through skills and employment: Next steps (2006)."

          Our response includes examples of good practice within England's prison library service and includes Libraries Change Lives 2010 award winner HMP Edinburgh Library Partnership.

        CILIP welcomes the setting up of the School Library Commission. We believe that throughout their education every child is entitled to a core set of entitlements and our submission focuses on the needs of the child. We include case studies in appendix two as they offer a valuable insight into current practice and success stories.

      • UNISON: People's Inquiry into the Public Library Service

        CILIP believes that the focus of the Inquiry on users will bring an added value and contribution to the current debate on the future of the public library service. CILIP provides answers to eight questions posed by UNISON including: 'In a period of financial restraint how can the library service remain viable?'

          CILIP is concerned that the UK is lagging behind many other countries in collecting digital material. We welcome the initiative and support a regulations-based harvesting and archiving approach to the legal deposit of free UK online publications.

      • Empower, Inform, Enrich DCMS consultation on The Modernisation review of public libraries

        CILIP has responded to the consultation paper and presented six recommendations to the DCMS including: commission a visioning exercise on the role of public libraries in England; provide guidance to public library authorities on the more general implications of the Wirral inquiry; develop a set of public library entitlements for citizens in England and commission a skills profile and audit of the public library workforce in England.
