1. Present: 70 members were present
2. Apologies for absence were received from
Portsmouth Libraries
3. Minutes of the 2004 Annual General Meeting
were accepted, with the clarification that Neil Dalley had
left the committee as he had already served two terms. Proposed:
Tracey Jackson, Seconded: Carol Marshall.
4. Matters Arising: None
5. Chairman’s Report The world of
interlending and document supply never stands still and this
year has been no exception. A significant percentage of FIL
members have been involved in introducing The British Library’s
Secure Electronic Delivery (SED) at their institutions and
dealing with the problems and opportunities presented by this
new delivery method. We are lucky to have Peter Robinson and
Betty Lowery from The British Library on the FIL Committee
and their expert advice has been very welcome. Issue 44 of
the FIL Newsletter contained a number of helpful articles
on SED both from people who had started using the service
and staff at The British Library Document Supply Centre. I
would like to thank everyone who submitted these articles
for producing a very practical and useful edition of the Newsletter.
FIL has organised a number of events since the last conference.
September 7th saw a repeat of ‘Impact of The New Copyright
Legislation: Real Answers to Real Questions’ a joint
event with lis-copyseek which was originally held in London.
This time the venue was Sheffield Hallam University and we
once again had speakers from organisations such as SCONUL,
The British Library, The Copyright Licensing Agency and The
British Universities Film and Video Council as well as Laurence
Bebbington from Nottingham University and Professor Charles
Oppenheim from Loughborough University. The event once again
received sponsorship from JISC Legal information Service.
I believe that collaborating with members of lis-copyseek
presented a great opportunity for FIL and hope that we will
be able to work together again as copyright remains a key
issue in the work of our members.
Our annual trip to the Document Supply Centre ‘FIL@BLDSC’
took place on 29th October. As well as a tour of the Document
Supply Centre there was the opportunity to learn more about
the British Library Integrated Catalogue, take part in discussion
groups, a question and answer session and a demonstration
of the award-winning Turning The Pages system. Once again
The British Library Document Supply Centre were fantastic
hosts and FIL thanks the Customer Service staff for all their
help with organising this event.
Following on from the success of the FIL/Libraries North
West Roadshow a LNW/FIL British Library Information Day was
held at Lancaster University on 15th December 2004. This event
proved extremely popular and was fully booked with a waiting
list in a very short space of time. Sessions included: Secure
Electronic Delivery, The British Library Integrated Catalogue,
ARTTel and searching the web for bibliographical and location
information. The help from Libraries North West in organising
these events is greatly appreciated and allowed us to keep
the attendance charge as low as possible. The demand for the
Roadshow and the British Library Information Day proved that
there is a real need for this kind of event and I hope that
FIL will be able to work with other regions to organise events
of this kind throughout the United Kingdom.
FIL has been involved with a number of projects relating
to interlending and document supply throughout the year. We
were lucky enough to have Jill Evans the Project Manager of
the CURL/British Library Monograph Inter-Lending Project on
our committee and we were asked to contribute to the Talis/Combined
Regions report on the future of interlending.
FIL has provided support to a project which will see the
publication in November 2005 of a book edited by Jenny Brine
and Jean Bradford ‘Interlending and Document Supply
in Britain Today’. Many of the chapters in this book
have been written by current and former members of the FIL
Committee and I am sure that it will become an essential reference
tool for everyone working in interlending.
The FIL Committee has taken every opportunity to promote
the work of the organisation at events held throughout the
year and we were recently invited to a LNW interlending meeting
to talk about our role and the services we offer members.
We value all the feedback we receive from our members and
in response to this we are about to embark upon a project
to update the organisation’s website. We are also taking
the opportunity to formulate a marketing strategy aimed at
increasing membership particularly amongst under-represented
sectors such as public and special libraries.
I would like to thank the FIL Committee for all their hard
work during the last year which is done free of charge and
in addition to their other commitments. I would also like
to offer special thanks to Penny Street our IFLA Representative
whose dedication to FIL and the field of interlending and
document supply has not faltered despite difficult circumstances.
6. Statement of Accounts (FIL Treasurer)
The accounts for the year ending 31 December 2004 were presented.
It was noted that travel costs were higher, partly because
of a general rise in fares and also because more of the committee
had attended meetings. There had also been additional expenditure,
on purchasing folders and on arranging events such as Copyseek.
It was hoped that the 2005 conference would cover costs and
possibly make a small profit. Proposed: Linda Cameron; Seconded:
Joan Lowe.
7. Report on Newsletter The Newsletter was
agreed to be a useful means of communication for FIL members.
However, the frequency might have to go down to two per year,
as it was hard to find enough material. It would continue
to be available in paper form for the time being. Peter Robinson
offered to become involved in editing the Newsletter. It was
agreed that there would be a full discussion of the Newsletter
at the nest Committee meeting.
8. Elections to the Committee The number
of vacancies on the committee matched the number of vacancies,
so no election was required. The following were declared elected:

9. Any Other Business
a. The Chairman thanked members who were leaving the committee
– Jill Evans, Sue Williams, Joan Lowe and Ros Doig
b. Thelma Goodman drew the attention of the meeting to the
Open Day at the British Library Newspaper Library on 22 September
2005
