| Biography
With
a career starting in academia followed by the trade union movement,
Joe joined local government in 1991 as a Director at York Council
and has since held senior posts at Surrey County Council, the London
Borough of Hackney and the City of Westminster.
As
Deputy Chief Executive at Westminster Joe led a major regeneration
of one of the city's most deprived neighbourhoods that created a
new school, health centre, leisure centre and youth club. As well
as the 24/7 job of keeping the streets of central London clean Joe
was instrumental in revamping some of the capital's best known areas
including Leicester Square and Oxford and Regent's Streets. A defining
moment in his career was responding to the tragic events of 7 July
2005 by leading a team to establish a temporary mortuary, memorial
garden and assistance centre. He also held a pan London role for
environment, planning and transport.
Joining
Isle of Wight council as Chief Executive in June 2006, Joe is using
his extensive experience to drive forward the challenging change
agenda needed to radically transform the organisation into one with
a community and citizen focus delivering excellent, value for money
services.
Joe
is a keen sportsman who enjoys mountain-biking, surfing, kayaking,
mountaineering and off-road motorcycling. He is married with three
children.

Chief Executive's perspective
The
Island's libraries are the focal point for local communities, fulfilling
the needs of readers and learners. The Isle of Wight is not satisfied
with that. We are looking at innovative partnerships, to develop
the Island's knowledge economy, to integrate libraries more into
people's lives and to be able to demonstrate the benefits of these
innovations to the public that we serve.
