Biography:
Andrew
Stevens leads library development programmes at the Museums, Libraries
and Archives Council (MLA), including implementation of the government's
10 year strategy for public libraries, Framework for the Future.
Andrew
leads the development and implementation of the Framework for the
Future action plan. This is intended to help develop public libraries
into services which we would all like to see in our local communities
- able to cater for our needs for reading, information and learning,
for community and personal development.
Andrew's
responsibilities include advising government on assessment performance
and leading on performance improvement and efficiency programmes
for public libraries on behalf of DCMS and MLA.
Previously,
Andrew was head of libraries for the City of Westminster, responsible
for running one of the most successful and innovative library services
in the country. Before that he worked in Berkshire and Oxfordshire.
Abstract:
Local Government reform in England & performance management
in public libraries
This
paper will examine the challenges posed for public libraries by
Local Government reform in England. We will look at the changing
role of the local authority and how the public library service,
and in particular performance management, fits. Focusing on the
review of public library performance in England, the paper will
outline:
- progress to date
- the various elements and how they
fit together
- where we go next
