Biography
Joyce has led the public library service and the Liverpool and Merseyside Records Office since 1998. The service gained external quality accreditation in 1999 and 2002 with Chartermark, and Beacon Council Status in 2002 and 2003. Improvements in service delivery and reduction of back office processes have been driven by the City Council's key improvement priorities to provide customer focused and cost effective services.
