Nomination outcomes for Board and Vice President

Three nominations have been received from CILIP members to serve as Vice President and Board members. Dawn Finch will serve as Vice President in 2015 and President in 2016. Gary Birkenhead and Mike Hosking will serve as Trustees on the Board.

Dawn Finch has worked in library services for twenty-seven years, in public libraries and a primary school library. In 2009 Dawn began offering training to librarians, teachers and parents. In 2013 she decided to become a self-employed training provider. Dawn has been Vice Chair of the London and South East School Libraries Group committee and is on the judging panel for the Pupil Librarian of the Year Award.

Gary Birkenhead has been Chair of CILIP’s Health Libraries Group. He has worked and volunteered for a number of national charities including Scope, Macmillan Cancer Support and the Samaritans. Gary has been the Chair of the last two Health Libraries Group conferences and has extensive voluntary sector experience, including serving as the Chair, Treasurer and committee member of several voluntary organisations including the Nottingham Disability Information and Advice Line and St Helens and Knowsley Advocacy Project.

Mike Hosking’s duties as Treasurer of CILIP Council have included Chairing the Finance and Risk Group and being a member of the Workforce Mapping project board. Mike’s career spanned over forty years and included senior posts in Kensington and Chelsea in London, and twenty years working in Cambridgeshire. He retired as Service Director: Libraries, Learning and Culture, at Cambridgeshire County Council, where his responsibilities included public libraries, archives, adult and community learning, student finance, NextStep and cultural services including museums. Mike is a Governor of Huntingdonshire Regional College and a founding board member of Suffolk Libraries’ Industrial and Provident Society.

To trigger an election at least two nominations for Vice President and four nominations for Board members would have been required.

Martyn Wade, Chair of the Board, said, “On behalf of all Trustees and the Presidential Team I would like to welcome Dawn and Gary to their new positions, and welcome Mike back to the Board. While it is disappointing that not enough members put themselves forwards to trigger an election we have the right procedures in place to appoint Board Members to the remaining vacancies. These procedures were agreed by members at the 2014 AGM as part of the review of CILIP’s governance.

One of the first tasks for the new Board in early April 2015 will be to carry out a skills matrix of its members. The Board can then look to appoint two additional Board members with complementary skills and experience. The Audit Committee, Chaired by CILIP President Jan Parry, will confirm the appointment process, and provide scrutiny and oversight. Details of the process will be published in Update and on the CILIP website following the first meeting of the new Board. The two additional Trustees must be members of CILIP and will serve until December 2018.”

As part of the governance review the nomination process, role descriptions and personal specifications for Board members and Presidential team have been revised to include a more robust process for identifying relevant skills, knowledge and experience.

Sections 55 – 68 of the General Regulations outline the nominations and elections process for the Board and Vice President, and sections 69 – 71 provide information about appointments.
