New Skills for the Future Library Leader

CILIP is working on the New Skills for the Future Library Leader training, funded by Arts Council England. The project aims to prepare a workforce of emerging and aspiring leaders in public libraries in England who are trusted in decision-making roles to deliver high quality library services of the future. The leadership-based capacity building programme is being developed to equip public library workforce with two key skillsets:

• Digital skills – a training piece to support the role of the library as a portal for digital access, from basic skills and digital information services to understanding and interacting with AI. This links with the new skills needs identified in the ‘Come Rain or Shine’ report.

• Futures literacy – using the UNESCO Futures Literacy framework and the CILIP Future Libraries toolkit, this training set will enable library leaders to develop agile strategies for future development suitable to their local needs.

The first phase is focusing on sector-led consultations to scope out the audience, structure and content of for the training programme, and a comprehensive design, development and dissemination plan. This will be followed by commissioning of specialist learning providers to develop the content for the training that will be user tested through a pilot group of public library workers represented by the CILIP Public and Mobile Library Community of Practice. The project commenced in December 2024 and will end in March 2026

New Skills for the Future Library Leader

Unlocking eBooks

CILIP has been commissioned by Knowledge Rights 21 (KR21) to deliver the Unlocking eBooks project. The project aims to achieve fair sales practice, copyright reform, and governmental support for libraries, education and research for digital content. The six-month project has two phases:

Phase 1: Research

Literature Review: The literature review appraises existing research on the broad impacts of libraries on economic, social, cultural, and educational development. Current challenges with e-book provision are explored.

Case for support: The case for support synthesises research from the literature review to create an accessible, compelling and evidence-backed advocacy document.

Phase 2: Lobbying and influencing

Advocacy work to promote the research findings and recommendations to policy makers and parliamentarians.

Future Libraries

Future Libraries is a two-part initiative that will challenge and engage Librarians and library leaders to reimagine libraries in a world of climate change, population shift, and digital advancement.

Future Libraries is comprised of 'Come Rain or Shine: Come rain or shine: Preparing public libraries for the future in an age of uncertainty' and 'Future Libraries Toolkit' that contains the practical framework for your library to scan the horizon for strategic and agile thinking.

Future Libraries is funded by Arts Council England and is being developed in collaboration with Libraries Connected, the British Library and Shared Intelligence.

Managing safe and inclusive public library services: A Practical Guide

Managing safe and inclusive public library services provides public library staff with a clear decision-making framework to deal with challenging issues in public libraries.

The Guidance is intended primarily for public librarians and staff who to make decisions around stock, public Internet access, use of space and public programming.

Workforce Mapping 2023

Workforce Mapping 2023 is the result of a consortium of sector organisations to jointly fund the establishment and ongoing maintenance of a UK-wide Workforce Dataset following the original survey carried out in 2015 with the Archives and Records Association. This project enables us to create an ongoing source of granular and accurate workforce data across the library, knowledge and information sector, and to set shared goals to address issues facing the sector.

Health and Digital Literacy Partnership

The Health and Digital Literacy Partnership supports citizens to develop the skills that they will need to access, assess and use health information in an increasingly digital environment.

Pilot projects received funding in two cohorts to try out different approaches to improving health and digital literacy.

Future Skills

With funding from Arts Council England, CILIP developed two new products to support the future and development of public library workers:

  • A ‘Welcome to Public Libraries’ induction pack for new public library staff, volunteers and apprentices, and;
  • 'Digital Leadership for Libraries training' - A Digital Skills Programme of open-source, freely-available online learning modules, complementing the existing Digital Skills resources provided by Libraries Connected in Learning Pool.

These products address the need for library staff and volunteers who may come to the sector from diverse professional backgrounds to benefit from exposure to and understanding of the specific context of public libraries, and of the wider library and information profession, and; the need for library staff and leadership to consolidate the ‘digital pivot’ made during COVID-19 into a ‘future-ready workforce’ with the digital skills needed to engage with an increasingly online (and mobile) audience.

Welcome to Libraries Induction Pack is a magazine-style guide funded by Arts Council England. It imparts valuable insights and links for public library staff to welcome them into their new roles, and provides all the information needed to start on a career in public libraries.

The pack was created as part of the Future Skills Programme

Digital Leadership for Libraries is a free, online learning course comprised of five open-access, modules created for public library workers, volunteers and apprentices. CILIP members who work outside of public libraries can also access the course. The modules are intended to create engagement with the principles and values of being a digital leader in public libraries, unlocking the potential for all public library workers, and their services, to be confident digital leaders.

The course was created as part of the Future Skills Programme

Green Libraries Partnership

Green Libraries Partnership: CILIP has launched a Green Libraries Partnership with funding from Arts Council England and in collaboration with Libraries Connected, the British Library and Julie’s Bicycle. This initiative aims to enable public libraries in England to address Environmental Responsibility. The project will enable the partners to:

  • Characterise and understand existing practice across the sector as well as understanding the specific context and constraints operating on libraries
  • Learn from practice in other sectors, particularly through the expertise and experience of Julie’s Bicycle
  • Identify Green Champions and future partners for further collaboration
  • Develop a Green Libraries Network, bringing together champions, experts and other interested parties together to reflect on and refine our understanding of the landscape and current practice in libraries
  • Create a knowledge sharing hub to support engagement and communications across public libraries and begin to develop a sustainable Community of Practice
  • Establish a ‘Green Libraries Grant Fund’ to make targeted investments in small-scale activities, pilots and experimental work in libraries to better understand libraries role and impact in Environmental Responsibility.

Working Internationally

Working Internationally, Funded by Arts Council England, has delivered a programme of international projects, awareness raising, connection building and knowledge sharing that has enabled CILIP to develop a brand of international working in public libraries and reinforce that libraries are an integral part of cultural diplomacy. By bringing libraries together, Working Internationally has:

  • Enabled sharing of knowledge and best professional practice
  • Opened up innovation and highlighted solutions to common global challenges
  • Showcased the energy and dynamism of UK libraries to a world audience
  • Increased awareness of libraries’ international work amongst key stakeholders
  • Built lasting connections with colleagues around the world.

A Working Internationally Phase 2 is currently being scoped through a feasibility study, funded by Arts Council England, for the establishment of a Community Interest Company (CIC) or similar governance vehicle and a work programme including grants to support international working and collaboration in the library sector.
