• Cheshire, Cumbria, Lancashire and Isle of Man, The metropolitan districts of Bolton, Bury, Knowsley, Liverpool, Manchester, Oldham, Rochdale, St Helens, Salford, Sefton, Stockport, Tameside, Trafford, Wigan and Wirral and The non-metropolitan districts of Blackburn, Darwen, Blackpool, Halton and Warrington.
