This statement is issued jointly by CILIP and CILIP Cymru Wales as the Professional Association and National Committee representing librarians and information professionals in Wales and the rest of the UK.

CILIP’s Ethical Framework and Royal Charter commit us to uphold, promote and defend the principle of universal access to information and the continuity and preservation of knowledge. There can be few national institutions that fulfil this task more directly nor more effectively than the National Library of Wales.

CILIP is therefore extremely concerned, not just at the latest news of proposed standstill budget for the Library, which could result in the loss of up to 30 professional posts, but also in the general attitude of the Welsh Government in recent years that risks neglecting its role and profile as an international beacon of excellence and learning and a foundation-stone of Welsh identity.

We note that even prior to the current budget consultation, the Welsh Government’s own Tailored Review of the National Library of Wales highlighted the significant financial pressures facing the institution - noting particularly the following recommendation (paragraph 3.2):

“We recommend that urgent attention should be given to the Library’s financial needs and that the National Library should outline its suggestions for adequate budgetary provision over the next five years to the Deputy Minister for Culture, Sport and Tourism, in order to explain how it can deliver on its core objectives. We recommend that Welsh Government should review the National Library’s funding requirements on the basis of that report. The review panel does not consider the current situation to be sustainable.”

We welcome and applaud the ambition of the Welsh Government in Taking Wales Forward to secure and celebrate Welsh identity and to create a nation of ambition and innovation, rooted in learning, culture, language and pride. We cannot see how the apparent failure to make adequate budgetary provision for the National Library of Wales is compatible with this ambition.

We understand the complex budgetary pressures facing the Welsh Government, and will also continue to make representation to HM Government to ensure a fair funding settlement for Wales. However, we know as you know that the cost of what you stand to lose by diminishing the National Library of Wales is far higher than the money that these cuts seek to save.

We encourage the Welsh Government to reverse this decision, and to work with the NLW Leadership to ensure adequate budgetary provision is made, not just to survive, but to continue to stand as a seat of learning and pride for the people of Wales.

Cyhoeddir y datganiad hwn ar y cyd gan CILIP a CILIP Cymru Wales fel y Gymdeithas Broffesiynol a'r Pwyllgor Cenedlaethol sy'n cynrychioli llyfrgellwyr a gweithwyr proffesiynol gwybodaeth yng Nghymru a gweddill y DU.

Mae Fframwaith Moesegol a Siarter Frenhinol CILIP yn ein hymrwymo i gynnal, hyrwyddo ac amddiffyn yr egwyddor o fynediad cyffredinol i wybodaeth a chydlynedd a pharhad cadw gwybodaeth. Felly mae CILIP yn bryderus iawn, nid yn unig am y newyddion diweddaraf ynglŷn â’r gyllideb ddigyfnewid arfaethedig y Llyfrgell, a allai arwain at golli hyd at 30 o swyddi proffesiynol, ond hefyd am agwedd gyffredinol Llywodraeth Cymru yn ystod y blynyddoedd diwethaf sy'n peryglu esgeuluso ei rôl a'i broffil fel esiampl ryngwladol ysbrydoledig o ragoriaeth a dysg a charreg sylfaen i hunaniaeth Cymru.

Nodwn, hyd yn oed cyn yr ymgynghoriad cyllideb cyfredol, amlygodd Adolygiad Llywodraeth Cymru ei hun Llyfrgell Genedlaethol Cymru: Adolygiad wedi’i Deilwra y pwysau ariannol sylweddol sy'n wynebu'r sefydliad - gan nodi'r argymhelliad canlynol yn arbennig (paragraff 3.2):

“Argymhellwn y dylid rhoi sylw brys i ofynion ariannol y Llyfrgell, ac y dylai’r Llyfrgell amlinellu ei awgrymiadau ar gyfer anghenion cyllidebol digonol dros y pum mlynedd nesaf i’r Dirprwy Weinidog am Ddiwylliant, Chwaraeon a Thwristiaeth, er mwyn er mwyn esbonio sut fydd yn medru cyflawni ei swyddogaethau craidd. Argymhellwn fod y Llywodraeth Cymru yn adolygu anghenion cyllido y Llyfrgell ar sail yr adroddiad yma. Nid yw panel yr adolygiad hwn yn credu fod y sefyllfa bresennol yn gynaliadwy.”

Rydym yn croesawu ac yn cymeradwyo uchelgais Llywodraeth Cymru yn Symud Cymru Ymlaen i sicrhau a dathlu hunaniaeth Cymru ac i greu cenedl o uchelgais ac arloesedd, wedi'i gwreiddio mewn dysg, diwylliant, iaith a balchder. Ni allwn weld sut y mae'r methiant ymddangosiadol i wneud darpariaeth gyllidebol ddigonol ar gyfer Llyfrgell Genedlaethol Cymru yn cyd-fynd â'r uchelgais hon.

Rydym yn deall y pwysau cyllidebol cymhleth sy'n wynebu Llywodraeth Cymru, a byddwn hefyd yn parhau i bwyso ar Lywodraeth EM i sicrhau setliad ariannu teg i Gymru. Fodd bynnag, gwyddom fel chithau fod cost yr hyn y byddwch yn ei golli trwy leihau Llyfrgell Genedlaethol Cymru yn llawer uwch na'r arian y mae'r toriadau hyn yn ceisio ei arbed.

Rydym yn annog Llywodraeth Cymru i wyrdroi'r penderfyniad hwn, ac i weithio gydag Arweinyddiaeth LlGC i sicrhau bod darpariaeth gyllidebol ddigonol yn cael ei gwneud, nid yn unig i oroesi, ond i barhau i sefyll fel sefydliad sy’n arwydd o ddysg ac yn achos balchder i bobl Cymru.
